South-Central Montana Continuum of Care

The South-Central Montana Continuum of Care is a group of individuals and organizations that collaboratively work to develop, support, and promote a continuum of resources, services, and housing opportunities that prevent homelessness in our community and promote long term stability.

Members of the South-Central Montana Continuum of Care are eligible to apply for federal funding under the Continuum of Care Homeless Assistance Program.  The Continuum of Care Homeless Assistance Program is a competitively awarded federal grant designed to address homelessness through a coordinated community-based process of identifying needs and building a system of housing and services to address those needs.

The South-Central Montana Continuum of Care is a subsidiary of the Montana Continuum of Care Coalition. The South-Central Montana Continuum of Care represents Big Horn, Carbon, Stillwater, Sweet Grass, and Yellowstone counties.

What is the Continuum of Care Program?

The Continuum of Care Homeless Assistance Program is a competitively awarded federal grant operated by the Department of Housing and Urban Development (HUD). The Continuum of Care Program is designed to address homelessness through a coordinated community-based process of identifying needs and building a system of housing and services to address those needs. Pursuant to federal law, the primary purpose of the Continuum of Care Program is to:
  • Promote community-wide commitment to the goal of ending homelessness
  • Provide funding for efforts by nonprofit providers and State and local governments to rapidly re-house homeless individuals and families while minimizing trauma
  • Promote access to and effective use of mainstream programs by homeless individuals and families
  • Optimize self-sufficiency among individuals and families experiencing homelessness

What is a Continuum of Care?

In order to be eligible for funds under the Continuum of Care Program, representatives from relevant organizations within a geographic area must establish a Continuum of Care (CoC). A Continuum of Care is thus a regional or local planning body that carries out the federal responsibilities of the Continuum of Care Program.

The Continuum of Care is responsible for coordinating and implementing a system that identifies the needs of the homeless population in its geographic area and builds a continuum of services and housing options to address those needs. To assist in building a continuum of services and housing options for the homeless population in their geographic area, Continuum of Cares apply to HUD for federal grants.

What is the Montana Continuum of Care Coalition?

The Montana Continuum of Care Coalition is a statewide organization that brings homeless service providers together in order to identify needs inventory resources, recognize gaps, and prioritize funding as part of a greater planning effort to eradicate homelessness in Montana. The Montana Continuum of Care Coalition is responsible for submitting the annual, statewide, grant application to HUD for funding under the Continuum of Care Homeless Assistance Program.

The strength of the Continuum of Care for our homeless population is dependent upon community involvement. The South-Central Montana Continuum of Care is always looking for new members who are dedicated to ending homelessness in our community. Membership is open to both individuals and organizations.
